RISE 

MSP’s first transitional-to-permanent housing program, Reaching Independence through Survivor Empowerment (RISE), helps individuals and families fleeing from domestic violence move from crisis to safety and stability.  

RISE is a 12-month program, and while clients are in the program, rent for their apartments is fully subsidized by My Sister’s Place. In FY2025 so far, we have supported 67 primary survivors in RISE Transitional Housing and 42 in RISE Plus.  

RISE clients have access to intensive, home-based case management, wraparound supportive services, and referrals to government and community resources. Clients are encouraged to engage in self-sufficiency planning, life skills and empowerment coaching, financial literacy training and consultations, employment counseling, and other trauma-informed care. RISE’s goal is to provide a foundation so that survivors are able to remain in their apartments after exiting the program, independently taking on their own rent.  

The RISE program was launched in 2012, and it has grown exponentially since its inception. In its first year, RISE served five families. Today, RISE serves an average of 40-45 families a year.

RISE Plus 

Reaching Independence through Survivor Empowerment Plus (RISE Plus) is MSP’s second transitional-to-permanent housing program; it was established to help individuals and families fleeing from domestic violence who might require additional time and support to move from crisis to safety and stability. 

RISE Plus is a 12 – 24-month program that incorporates a path to permanent housing model that allows clients to pay an increasing portion of their rent each month, so that at the end of their time in the program, they have taken on full payment of their rent and are largely self-sufficient. Like RISE, RISE Plus provides clients with access to intensive, home-based case management, wraparound supportive services, and referrals to government and community resources. Clients are encouraged to engage in self-sufficiency planning, life skills and empowerment coaching, financial literacy training and consultations, employment counseling, and other trauma-informed care. 

RISE Plus serves an average of 45 families a year.
